Instructed By James C. Lilley - The Director of Global Police Solutions, LLC, Jim brings with him over twenty-five years of law enforcement experience both Nationally and Internationally. He holds a Bachelor of Sciencedegree in Criminal Justice as well as an ICITAP Master Instructor certification, and is a member of the International Law Enforcement Educators and Trainers Association. Jim is well diversified in law enforcement, and has served in such supervisory and management roles as a Corporal, Detective, Major Level Narcotics Task Force Agent, Detective Sergeant, Patrol Sergeant, Training Sergeant and as a Training Division Commander/Lieutenant. Jim has over twenty years as a Critical Incident Negotiator, and served nine years as the Team Commander of the HCPD C.I.N.T. In 2001, Jim was invited by the DOJ and FBI to come to Washington and assist in writing National Guidelines for Critical Incident Negotiation teams Nationwide. While serving four years in Iraq with the police training mission, Jim served as a Senior Mentor, Lead Trainer, Training Center Support Team Leader, and as the Acting Regional Commander for AAB 5, Southern Iraq where he received a Certificate of Appreciation for Dedication and Initiative from Lieutenant General Helmick, USA, Commanding General, Multi-National Security Transition Command-Iraq.

 

COURSE DESCRIPTION:  This course is designed to ensure a quality presentation of street level negotiation skills training for the road officer, corrections officer or supervisors, in order for them to bring about a peaceful resolution to the current call for service or corrections incident. This course is designed to teach the basic skills, techniques and concepts required of patrol or corrections officers, with an emphasis on communication and active listening.

  • Introduction to Street Negotiations

  • “The First Few Minutes”

  • Essential Communication Skills

  • Active Listening Skills

  • Identifying the Emotional Factor

  • Theories of Motivation-Psychology

  • Body Language, Micro Expressions, Para-Linguistic Cues

  • Student Exercises   

  INSTRUCTIONAL GOAL:  To provide the patrol officer/deputy, corrections officer and supervisors with the skills, techniques and basic concepts needed to bring about a peaceful resolution to calls for service involving agitated or potentially violent subjects. The officer/deputy/CO/supervisor, will learn the importance of identifying and interpreting an individual’s body language as well as other indicators that give away a subjects pending actions, as well as truthfulness. An understanding as well as practical knowledge of these concepts and skills is fundamental for the safety of our law enforcement officers, especially in today’s volatile environment.
