Course Description This course is designed to ensure a quality presentation of the skills needed to maintain, service, and repair the LE type M4/M16 weapon systems. This is an intense armorer course, as students will learn to fully disassemble, to include gas tube and barrel removal, and then build their M4 back from scratch.

Instructional Goal:   To instill professional skills, techniques, and basic concepts of the function of the M4/M16 weapon systems. Each student will leave this course with the knowledge and skills necessary in order to repair, replace parts, and conduct an overall weapon system check to ensure the weapon is functionalized for issue and everyday service.

 

 Instructed By:  Deputy Commander Dean Bishop, 15th Circuit Drug Enforcement Unit. Deputy Commander Bishop has over Twenty years of Law Enforcement Experience, and is a Certified Law Enforcement Instructor in several areas of instruction to include the M4/M16 and LE Handgun Weapon Systems Armorer Instruction. In his spare time, Dean can always be found building or customizing a new M4 type weapon system, and is eager to assist the law enforcement officer in becoming a professional Weapons Armorer for their agency.

InstructorEllen Friedman began her 32 year career with the NYPD as a patrol officer and then an undercover in Brooklyn and Harlem. Upon her promotion to detective and transfer to the elite Drug Enforcement Task Force she and her partner designed, developed and sustained a project named Operation Trapdoor as an intelligence driven program targeting narcotic violators’ utilization of concealed compartments in vehicles, residences and commercial establishments to transport and/or conceal contraband. Ellen proposed legislation that would make fabricating or possessing a concealed compartment in a conveyance a crime in the New York State Penal Code. Penal Law 195.17 was signed into law by Governor Cuomo on August 3, 2011 and became effective November 1, 2011. Operation Trapdoor became the prototype for a DEA nationwide program ideated by DEA Headquarters’ Financial Operations Unit in Washington, DC. Based on the material and quality of Operation Trapdoor’s instruction the Concealed Trap Initiative (CTI) was launched by DEA in 2005 and is still thriving today. Ellen has testified as an expert in both state and Federal courts. She was designated as the trap expert and was notified by detective units in high profile homicide investigations. Some of the cases Ellen was called upon to assist in was the Sean Puffy Combs nightclub shooting and the Sean Bell shooting among others. Ellen received the DEA Administrator’s Award for Distinguished Service (highest award given by the DEA), the NYPD Organized Crime Control Award as well as many certificates and letters of commendation from various government state, local and federal agencies. Ellen was mentioned in DISTORTED MIRROR, SOUTHEAST ASIAN CRIMINALITY IN THE UNITED STATES, published in 2000 for assistance in Asian concealed compartments (front of book and pages 64-65). She was also mentioned in GOOD COP, BAD MONEY published in 2011 for passage of a concealed compartment law in New York State and is eager to pass on her experience and knowledge to interdiction officers, Narcotics agents and law enforcement officers, in an effort to stop the flow of illegal narcotics, monies, etc., into our communities.

Course Description This course is designed to give the law enforcement professional the necessary skills to recognize when a concealed compartment may be embedded in a conveyance, where the most probable locations are and how to access them.

Practical aspects of how to search a vehicle more thoroughly,  when to apply for a search warrant, video- graphic and photo- graphic techniques for courtroom testimony and personal record keeping are discussed. The law enforcement officer will also learn about identifying and handling found items for print evidence.

He is currently assigned as a Patrol Commander and after beginning his law enforcement career as a Spanish Interpreter he has held numerous positions including Jail Deputy, Patrol Officer, Mountain Bike Officer, Drug Investigator, Personnel Development Unit Sergeant, and Detective Sergeant of the Criminal Investigations Division. He is the Team Leader of the Crisis Negotiations Team and is active with the Crisis Intervention Team and other units. Kidd serves as an Adjunct Instructor at James Madison University, where he teaches courses including Criminal Procedure and Criminal Investigations and Evidence. He has taught a variety of law enforcement-related courses throughout the mainland United States and Puerto Rico. Kidd is a Licensor for copyrighted course material from Command Spanish, Inc. and he has been a Command Spanish, Inc. instructor since 2011. COURSE DESCRIPTION: This course is designed to give the law enforcement professional the necessary skills to recognize when a concealed compartment may be embedded in a conveyance, where the most probable locations are and how to access them.

 Topics include:

  • Trap Categories and Indictors

  • Legality of Traps

  • 2 Door vs. 4 Door Vehicles

  • Videos showing Gun Traps w/Analysis

  • Videos showing Transport Traps, Vans and SUV Traps w/Analysis

  • Student Exercises –Find the Trap.

 COURSE GOAL: Students will be taught to recognize where concealed compartments are commonly found in vehicles and be able to identify those indicators signifying a hidden compartment. They will also be able to evaluate the importance of asking questions of suspects to enable them to focus on specific areas of the vehicle yielding a more successful initial search. Practical aspects of how to search a vehicle more thoroughly,  when to apply for a search warrant, video- graphic and photo- graphic techniques for courtroom testimony and personal record keeping are discussed. The law enforcement officer will also learn about identifying and handling found items for print evidence.

INSTRUCTOR BIO:  Ellen Friedman began her 32 year career with the NYPD as a patrol officer and then an undercover in Brooklyn and Harlem. Upon her promotion to detective and transfer to the elite Drug Enforcement Task Force she and her partner designed, developed and sustained a project named Operation Trapdoor as an intelligence driven program targeting narcotic violators’ utilization of concealed compartments in vehicles, residences and commercial establishments to transport and/or conceal contraband. Ellen proposed legislation that would make fabricating or possessing a concealed compartment in a conveyance a crime in the New York State Penal Code. Penal Law 195.17 was signed into law by Governor Cuomo on August 3, 2011 and became effective November 1, 2011. Operation Trapdoor became the prototype for a DEA nationwide program ideated by DEA Headquarters’ Financial Operations Unit in Washington, DC. Based on the material and quality of Operation Trapdoor’s instruction the Concealed Trap Initiative (CTI) was launched by DEA in 2005 and is still thriving today. Ellen has testified as an expert in both state and Federal courts. She was designated as the trap expert and was notified by detective units in high profile homicide investigations. Some of the cases Ellen was called upon to assist in was the Sean Puffy Combs nightclub shooting and the Sean Bell shooting among others. Ellen received the DEA Administrator’s Award for Distinguished Service (highest award given by the DEA), the NYPD Organized Crime Control Award as well as many certificates and letters of commendation from various government state, local and federal agencies. Ellen was mentioned in DISTORTED MIRROR, SOUTHEAST ASIAN CRIMINALITY IN THE UNITED STATES, published in 2000 for assistance in Asian concealed compartments (front of book and pages 64-65). She was also mentioned in GOOD COP, BAD MONEY published in 2011 for passage of a concealed compartment law in New York State and is eager to pass on her experience and knowledge to interdiction officers, Narcotics agents and law enforcement officers, in an effort to stop the flow of illegal narcotics, monies, etc., into our communities.

COURSE DESCRIPTION:  This course is designed to ensure a quality presentation of street level negotiation skills training for the road officer, corrections officer or supervisors, in order for them to bring about a peaceful resolution to the current call for service or corrections incident. This course is designed to teach the basic skills, techniques and concepts required of patrol or corrections officers, with an emphasis on communication and active listening.

Instructed by:   Richard J. Cerniglia is a retired Supervisory Special Agent with the Drug Enforcement Administration (DEA) with over 25 years of overall Law Enforcement Experience and 21 years of Narcotics Investigations, Management, and Training Experience. During his time with the DEA he was assigned to, and conducted investigations as a Special Agent in the Miami Field Division, the Cleveland Resident Office, and the Norfolk Resident Office; and was also assigned to the DEA’s El Paso Intelligence Center, where he served as a Watch Officer, Training Officer, Security Officer, and as the lead Liaison and Briefing Officer.   As the Resident Agent in Charge of the Cincinnati Resident Office he directed Special Agents along with State & Local Task Force Officers in all aspects of complex Federal drug and money laundering investigations; and developed a highly successful clandestine laboratory awareness training program that served to educate state and local law enforcement officers, fire department personnel, and emergency medical service unit members in identifying and approaching clandestine laboratories.   During the last part of his career he was assigned to the DEA Headquarters as a Staff Coordinator in the Office of Enforcement Operations in the Mexico and Central America Section; where he coordinated highly sensitive international investigations and enforcement operations, worked closely with field personnel and the interagency on various operational issues, met and worked with foreign counterparts, and facilitated the arrest and prosecution of individuals and criminal organizations through the coordination and management of highly sensitive domestic and global criminal investigations. Richard is eager to assist today’s law enforcement in becoming highly skilled, professional Narcotics Investigators.

COURSE DESCRIPTION: This course provides law enforcement personnel with the basic knowledge necessary to conduct undercover operations by emphasizing and reinforcing basic principles and tactics employed in investigations where undercover operations are necessary to secure evidence against criminal suspects and organizations.

 Topics Include:  

  • The purpose of undercover operations.

  • Types of undercover operations – long term – buy/bust – flash roll.

  • Who should go undercover – who should not.

  • Selecting the right personality for the undercover assignment.

  • Risk and dangers of going undercover.

  • Going undercover with a confidential informant – past performance – cover story.

  • Creating an undercover identity – building proof of identity – the internet.

  • The importance of being yourself – not trying to be something you’re not.

  • Knowing the target (s) – criminal and cultural background.

  • Officer’s appearance - dressing for the role – level of target (s).

  • Planning and coordinating undercover operations – operational plan – briefing.

  • Pre-undercover decisions – armed/unarmed – wired/not wired.

  • Surveillance team – undercover officer’s cover/security team.

  • Keeping control of the operation.

  • Undercover officer safety – who is responsible.

  • Arresting the target (s) – arrest team – who never makes the arrest.

  • When to stop operations and pull the undercover officer – who makes the decision.

  • When to terminate an undercover operation.

  • Numerous Practical Exercises

 

INSTRUCTIONAL GOAL: 

This course is designed to provide basic skills, knowledge and techniques to aid the law enforcement officer/criminal investigator in conducting undercover operations.  It is designed to demonstrate that undercover operations are a serious investigative technique one in which the safety of the undercover officer (as well as his/her fellow officers and the public) is at risk.  In addition, the course seeks to emphasize that undercover operations are a team effort that requires advanced planning and coordination; and underscores that selecting the proper law enforcement officer/criminal investigator for the undercover assignment is a vital part of the planning process.  It also stresses that the purpose of undercover operations is to enable law enforcement to obtain evidence in order to secure the arrest, and ultimate prosecution of criminal suspects and organizations.
