Tim brings with him an immense amount of tactical experience to include working with Threat Management Groups where he was hired as a DT instructor working alongside EOD Operators from the US Navy and Air Force, as well as being a paid technical and police operations advisor on the TV Show Army Wives for five seasons. In addition, Tim was previously assigned to the Navy under a contract by Alutiiq as part of an Anti-Terrorism Team and held a Top Secret Clearance. During this time he acted as a Project Manager and was directly responsible for team supervision and creation of his training unit. Tim holds a Third Degree Black Belt in Bujinkan and has a great passion for the training environment where he strives to bring a level of realism in all level of instruction for today's law enforcement officer

Nina is a retired Resident Special Agent in Charge of the DEA.  She is an accomplished investigator of narcotics, financial, and major crimes, as well as a contract advisor for targeting, intelligence, and international counter-narcotics and financial crimes. Nina has worked in locations throughout the U.S. and several foreign countries. She has been involved in countless drug and financial cases from inception through complex investigation and tracking activities and proceeds of crime, to successful prosecution or adjudication. As a leader and serving in a diplomatic capacity, she has overseen international and domestic investigations and managed a number of task forces. Her experience, specialized training, and expertise has provided her with the insight of the challenges of complex investigations into criminal organizations, and is eager to assist law enforcement officers in becoming skilled and knowledgeable professionals in their field

COURSE DESCRIPTION: This course is designed to give the law enforcement professional the necessary skills to recognize when a concealed compartment may be embedded in a conveyance, where the most probable locations are and how to access them.

 COURSE GOAL: Students will be taught to recognize where concealed compartments are commonly found in vehicles and be able to identify those indicators signifying a hidden compartment. They will also be able to evaluate the importance of asking questions of suspects to enable them to focus on specific areas of the vehicle yielding a more successful initial search. Practical aspects of how to search a vehicle more thoroughly,  when to apply for a search warrant, video- graphic and photo- graphic techniques for courtroom testimony and personal record keeping are discussed. The law enforcement officer will also learn about identifying and handling found items for print evidence.

INSTRUCTOR BIO:  Ellen Friedman began her 32 year career with the NYPD as a patrol officer and then an undercover in Brooklyn and Harlem. Upon her promotion to detective and transfer to the elite Drug Enforcement Task Force she and her partner designed, developed and sustained a project named Operation Trapdoor as an intelligence driven program targeting narcotic violators’ utilization of concealed compartments in vehicles, residences and commercial establishments to transport and/or conceal contraband. Ellen proposed legislation that would make fabricating or possessing a concealed compartment in a conveyance a crime in the New York State Penal Code. Penal Law 195.17 was signed into law by Governor Cuomo on August 3, 2011 and became effective November 1, 2011. Operation Trapdoor became the prototype for a DEA nationwide program ideated by DEA Headquarters’ Financial Operations Unit in Washington, DC. Based on the material and quality of Operation Trapdoor’s instruction the Concealed Trap Initiative (CTI) was launched by DEA in 2005 and is still thriving today. Ellen has testified as an expert in both state and Federal courts. She was designated as the trap expert and was notified by detective units in high profile homicide investigations. Some of the cases Ellen was called upon to assist in was the Sean Puffy Combs nightclub shooting and the Sean Bell shooting among others. Ellen received the DEA Administrator’s Award for Distinguished Service (highest award given by the DEA), the NYPD Organized Crime Control Award as well as many certificates and letters of commendation from various government state, local and federal agencies. Ellen was mentioned in DISTORTED MIRROR, SOUTHEAST ASIAN CRIMINALITY IN THE UNITED STATES, published in 2000 for assistance in Asian concealed compartments (front of book and pages 64-65). She was also mentioned in GOOD COP, BAD MONEY published in 2011 for passage of a concealed compartment law in New York State and is eager to pass on her experience and knowledge to interdiction officers, Narcotics agents and law enforcement officers, in an effort to stop the flow of illegal narcotics, monies, etc., into our communities.

He is currently assigned as a Patrol Commander and after beginning his law enforcement career as a Spanish Interpreter he has held numerous positions including Jail Deputy, Patrol Officer, Mountain Bike Officer, Drug Investigator, Personnel Development Unit Sergeant, and Detective Sergeant of the Criminal Investigations Division. He is the Team Leader of the Crisis Negotiations Team and is active with the Crisis Intervention Team and other units. Kidd serves as an Adjunct Instructor at James Madison University, where he teaches courses including Criminal Procedure and Criminal Investigations and Evidence. He has taught a variety of law enforcement-related courses throughout the mainland United States and Puerto Rico. Kidd is a Licensor for copyrighted course material from Command Spanish, Inc. and he has been a Command Spanish, Inc. instructor since 2011. He has travelled extensively throughout the Spanish-speaking world and has taught internationally through the U. S. Department of State in El Salvador, Honduras, and Panama. The Director of Global Police Solutions, LLC, Jim brings with him over twenty-five years of law enforcement experience. During his law enforcement career, Jim rose through the ranks from patrolman to the Training Division Commander/Lieutenant with the Horry County Police Department, Horry County South Carolina. Jim is well diversified in law enforcement, as he worked as a Road Patrolman, Corporal, Detective, Major Level Narcotics Task Force Agent assigned to DEA, Detective Sergeant, Patrol Sergeant, Training Sergeant and as the Training Division Lieutenant. Jim has spent well over half of his law enforcement career in the investigative field, and is eager to assist the New Detective become today’s professional, educated, and dedicated law enforcement investigator.

Instructed By:   James C. Lilley - The Director of Global Police Solutions, LLC, Jim brings with him over twenty-five years of law enforcement experience both Nationally and Internationally. He holds a Bachelor of Sciencedegree in Criminal Justice as well as an ICITAP Master Instructor certification, and is a member of the International Law Enforcement Educators and Trainers Association. Jim is well diversified in law enforcement, and has served in such supervisory and management roles as a Corporal, Detective, Major Level Narcotics Task Force Agent, Detective Sergeant, Patrol Sergeant, Training Sergeant and as a Training Division Commander/Lieutenant. Jim also served as a Critical Incident Negotiator for over twenty years, and was invited by the FBI and DOJ in 2001 to come to Washington and assist with writing National Guidelines for Critical Incident Negotiations teams across the Country. After Law Enforcement, Jim served four years in Iraq with the police training mission, and held positions as Senior Mentor, Lead Trainer, Training Center Support Team Leader, and as the Acting Regional Commander for AAB 5, Southern Iraq where he received a Certificate of Appreciation for Dedication and Initiative from Lieutenant General Helmick, USA, Commanding General, Multi-National Security Transition Command-Iraq.

 

COURSE DESCRIPTION:  This course is designed to ensure a quality presentation of street level communication skills training for the road officer, corrections officer and supervisors. This course teaches the importance of listening to an individual in crisis or experiencing trauma, accessing the situation and understanding the need to communicate properly and professionally during the current call for service or corrections incident. This course is designed to teach the basic skills, techniques and concepts required of patrol or corrections officers, with an emphasis on communication and active listening.

An understanding as well as practical knowledge of these concepts and skills is fundamental for the safety of our law enforcement officers, as well as the subjects they come in contact with.
